どころか overturns a lower expectation and replaces it with something more extreme.

Here, Sazanka expected the water to simply evaporate, but the actual result was much stronger: even the ground got gouged out.
The first half is understood from context
The line starts with just 蒸発どころか, but the understood idea is something like 水は蒸発どころか、地面が抉れてる.
Natural speech often drops what is already obvious from the scene, so Sazanka does not need to say “the water” explicitly.
Casual result-state form: 抉れてる
抉れてる is the casual spoken form of 抉れている.
This 〜ている shows a resulting state: the ground has ended up gouged out and is now left that way.
In context, it lands as “the ground is gouged out” rather than a neutral dictionary-style “to gouge”.
