Appending ことになる to a clause gives the meaning that the clause came to be. The focus is on the result that came to be.
While this grammar is stating that a situation came to be, when the clause ends in a verb it’s often translated in English as a “decision” having been made.
If the speaker alone is the one deciding to do the action of the clause, 〜ことにする is used.
A new student joins Conan’s elementary school classroom. The teacher introduces her. Makoto explains to Misuzu that he’s been looking into various things since meeting Kanami, such as housing for orphans. However, he realizes what Kanami wishes for is to have her once-kind brother back to the way he used to be. Urushi and Ayumu give their makeshift clubroom a cleaning to welcome potential new members.
