Until an action occurs with 〜まで

A plain-form verb followed by まで marks an endpoint: the main situation continues “until” that action occurs. In a negative sentence, the main action does not happen before that endpoint.
Usage Notes
Verb + まで marks the endpoint event. The situation in the main clause continues until that event happens.
The negative 〜まで〜ない means the action will not happen until the まで event is complete.
