おやじ:
解除(かいじょ)しなければこの(まち)はドカンだ」
“If you're not able to deactivate it, this district will go kaboom!”
Literal: “If you do not deactivate it, this town goes boom.”

解除(かいじょ) here refers to deactivating (canceling) the bomb.
